Two hundred years ago, a mutation arose causing some human children to be born with the ability to shift into an animal. At first, it was just a few, but soon it spread and more and more children were being born with this mutation.
The mutation was tolerated at first, but as the number started to reach one thousand people started to become fearful. What if the shifters decided that they were superior and decided to eradicate them? They couldn't let that happen. They didn't want to die, nor did they want they descendants to perish. But what could they do?
The humans discussed it for years before one young man by the name of Arthur Reynolds finally came up with a brilliant decision. They would lock the shifters away in a city with walls all around and would make it illegal for them to leave that place. The humans were overjoyed by this plan. After all, this meant that they could feel safe. Most shifters were alright with it as well because then they wouldn't have to worry about being constantly terrorized by the humans. Reynolds, thus, put some of his millions towards building a city for the shifters.
After about forty years, the city was finished and Reynolds was 64 years old. Reynolds watched over this city for eight years, making sure that the shifters were treated fairly, before dying at the age of 72.
Once Reynolds died, Arthur Reynolds II, his son, became the honorary protector of the city. He did the job well for a couple of years, but soon became paranoid and corrupt. He made it mandatory that a five-pointed star be branded on the neck each living shifter and each shifter to be born in the future. He also started allowing humans to go visit the shifter city for a small fee. Many humans came because anything they did their would be ignored by Reynolds, despite the fact that it was illegal in the human cities (a.k.a. soliciting prostitution, murder, rape, destruction of property, and theft were all allowed to be done in the shifter city with only the shifter police to protect the shifters). Tuition costs for shifters were also raised and public education shut down.
After only a few years, the shifter city of Cambios, understandably became more like a ghetto than a city. The infant mortality rose, people started dying at a younger age and unemployment rose. This is the world of today for the shifters.
How long will they be able to live like this?
